Performance Contracting

Over the years, CEMASTEA

has successfully implemented performance contracts with the Ministry of Education and Public Service. The Centre uses the PC to improve the performance of its training and research functions and related supportive services and activities. Performance contracting is a cyclic process that starts with identifying key activities of the core mandate in training and research for a particular FY, setting targets and expectations, regularly monitoring progress, providing feedback, collecting, collating and evaluating. The management of the performance contracting process aims to enhance overall performance and productivity by aligning employees and team goals with organizational objectives.

Functions The Objectives for the PC Committee and Coordinator are as follows:

Prepares the Centre’s Performance Contract Coordinates the cascading of Performance Contracts to departments Monitors the implementation of activities in the Performance Contracts Identifies, collects, consolidates and compiles evidence and develops reports on performance for evaluation Prepares quarterly and annual reports on performance to the Board of Management, the Ministry of Education and the Ministry of Public Service, Performance and Delivery Management. Undertakes sensitization of staff on performance contracting and management Objectives for the PC Committee and Coordinator are as follows:

To ensure 100% implementation of the Centre’s yearly Performance Contracts. Ensure all departments and sections develop and submit performance targets every financial year (FY) by 30th May. To enhance the human resource capacity of the PC Committee for the effective operation of the PC through training. To ensure the Centre’s 100% compliance with the requirements of PC Guidelines and other relevant Laws and Regulations related to PC.
