CEMASTEA as an International institution works with several organisations and institutions in the implementation of its activities. From inception, most of the partnerships and linkages were coordinated directly from the Director’s office. In 2012, the Director transfered the function to the Training and Academic Affairs Department as External Linkages and Collaborations. The growth   in coverage, scope and stature of partnerships and linkages activities made CEMASTEA management to separate this function from Training and Academic Affairs Department in October 2014.

Vision and Mission
Vision: A department of excellence in mobilising partners’ support for teacher capacity development in Africa
Mission: To establish an adequate partner support base for the development of teacher competencies for effective curriculum delivery and improved quality of education

Core Functions
Its main responsibility is managing CEMASTEA’s partnerships and linkages function.  This includes but is not limited to:
1)    Establishing collaboration, linkages and networking with relevant local, regional and international organizations and partners Coordinating the execution of on-going partnership activities
2)    Coordinating activities of SMASE-Africa Secretariat
3)    Organizing and conducting seminars, workshops, conferences and symposia;
4)    Liaison office on all county INSET matters
5)    Advising on matters pertaining to linkages and partnerships.

Programme Description
Partnerships and Linkages activities include:
1)    Development and review of CEMASTEA’s linkages and partnerships policy;
2)   Planning and budgeting for linkages and partnerships activities
3)   Identification of potential partners and establishment of contacts;
4)   Development of relevant agreements; ensures the implementation of existing agreements;
5)   Implementation of SMASE-Africa Secretariat activities;
6)   Marketing of the institution’s programmes in relevant forums;
7)   Monitoring and evaluation of the implementation of existing agreements and the preparation of periodic reports; and
